To help improve and enrich the lives of those we touch by providing financial, social and educational services; to empower, encourage and assist in every opportunity for self-sufficiency, respect and independence.

From the Director

The citizens, businesses and service agencies of Wayne County, Ohio faced many difficult challenges in 2008. Wayne County started the year with an unemployment rate of 5.0% and we believed the economy was sound and the future bright. Throughout the year business closures and layoffs became familiar headlines. By the end of 2008, Wayne County's unemployment rate jumped to 7.1% and our belief in the fundamentals of our economy were in doubt.

The services provided by the Wayne County Department of Job and Family Services and The Employment and Training Connection became lifelines to those who never thought they would be at our doors. The number of cases assigned to the workers swelled while state support for our services sank. The department shuddered under the additional volume of assistance requests, but continued to provide much needed services to the most vulnerable in our community.

In the following pages you will learn about our programs and explore service statistics. Behind each statistic is the face of a family, a senior, a child. The workers of the Wayne County Department of Job and Family Services and The Employment and Training Connection never forget that each life they improve and enrich impacts the greater community.

I am proud of the accomplishments of this staff. The following words of Darwin P. Kingsley exemplify the "can do" attitude of this department and the philosophy of many that we serve. You have powers you never dreamed of. You can do things you never thought you could do. There are no limitations in what you can do except the limitations of your own mind. With the assistance of this department, many people who thought they had limited options found that they had support to succeed during these difficult times.
